The subject property had been in use since the 1920s as an auto repair facility and a metal manufacturing business. The prior uses and age of the property created numerous environmental challenges to the potential redevelopment of the site.
The challenges included extensive asbestos containing materials (ACMs) throughout the existing facilities including insulation, roofing and floor tiles; the existence of seven known underground storage tanks (USTs), leaking underground paint vats and dipping tanks; soil and ground water contamination resulting from the historical use of paints solvents, fuels, degreasers and cutting oils; and large quantities of abandoned tank sludge, solvents and paint sludge.
In addition, the metal manufacturing business was found to be listed on the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA)/Toxic Substances Control Act (TSCA) Tracking System with numerous enforcement actions cited. The facility was also listed as a Resource Conservation and Recovery Information System Small Quantity Generator (RCRIS-SQG) of hazardous waste.
Working with our team of environmental consultants, Summit Realty Advisors prepared a soil boring and ground water testing program as required to prepare a detailed site characterization analysis for the property to determine extent of the impacts and the conditions at the site that were likely to influence the migration of the contaminants. Based on the site characterization, a Remedial Investigation Report, a Risk Assessment Report, a Clean Up Plan were prepared and submitted to the DEP. Following approval by the DEP, Summit Realty Advisors initiated a detailed remediation plan pursuant to the approved Clean Up Plan.
A long abandoned brownfield site was redeveloped and placed into productive service as a new national retail pharmacy. The extensive environmental contamination that existed on this site was properly remediated enhancing and contributing to the health, welfare and safety of the local community.
